    Vol. 10 No. 02 (2024)

CR Journal Vol. 10 No. 02 December 2024 features five articles covering various sectors with the following titles: 1) Addressing The Necessity and Contribution of Urban Green Space In Metropolitan Cities, 2) Analysing The Effect of Climate Variability on Dengue Fever Incidence Using A Regression Model Approach: A Case Study of Bandung City, 3) The Potential of Beneng Taro (Xanthosoma Undipes) for Increasing Community Forest Productivity in Ciamis, West Java, 4) West Java Fiscal Policy Reform for Equitable and Sustainable Development, and 5) Assessing The Role of Inequality and Human Development Indices in Regional Economic Growth: West Java.

In the first article, the result of this study shows that the population have a positive correlation but no significant impact on the total area of UGS. The total area of residential has a positive and significant impact on UGS, while the growth of the real estate sector has a negative impact and is not significant on the total area of UGS in Bekasi City. Then, the second article explains climatic variability simultaneously impacting the incidence of dengue fever in Bandung. This is demonstrated by a coefficient of determination (R²) value of 0.737, indicating that 73% of the variability in DHF incidence is influenced by climatic factors. The confirmed impact of climatic variability on DHF incidence in Bandung can be utilized to develop an early warning system aimed at preventing and reducing the number of cases through more accurate preventive measures before an increase in case numbers occurs.

In the third article, this study showed that beneng taro has the potential to be developed in community forest land because it is shade-tolerant, easy to cultivate, has a high production of tubers and leaves, and has export opportunities. The total area of land that has the potential for developing taro beneng in Ciamis Regency reaches 35,260.05 ha, consisting of categories from moderately suitable to highly suitable, spread across 26 sub-districts. Next, the fourth article findings regarding the potential of the Ecology-Based Provincial Budget Transfers (TAPE) to stimulate sustainable economic equity. This research provides comprehensive policy recommendations to address environmental problems and inter-regional fiscal capacity disparities in West Java. In detail, it promotes ecological performance indicators for formulating provincial financial aid allocations for regency/municipal governments and village governments. In the fifth article, the research findings might be related to increased investments by wealthier individuals and increased labor productivity due to a healthier workforce. Conversely, the education and income index were found to be non-significant, possibly due to qualitative disparities in education and mismatches with labor market needs, and also due to the limitations of expenditure-based measures in regions with substantial informal economic activities that are not fully captured in official data. These findings can guide targeted interventions to balance growth and equity in West Java.

The third article demonstrates that the implementation of the complete systematic land registration program in Bandung Regency has been carried out in accordance with the program implementation stages. However, there are still some inhibiting factors in human resources, public awareness, and completeness of application documents. Recommendations for accelerating land certificate issuance include enhancing human resource competencies and developing internal technical guidelines (PTSL handbook). Next, the fourth article shows that the availability of road infrastructure is a dominant factor in reducing income inequality in West Java compared to educational and health facilities. This may occur because road infrastructure promotes inter-regional connectivity, more equitable development of other facilities, and increased business productivity, thereby increasing community income and ultimately reducing income inequality. The fifth article, based on the IFAS and EFAS values, provides a quantitative assessment that can assist local governments in evaluating and creating development programs for the Ciwaringin batik industry. The results of this study can provide policy direction to be more effective and efficient.

This issue of CR Journal, Volume 05, No. 02, December 2019, contains five articles covering various sectors. The titles are: 1) Zero Waste Management Index—A Review, 2) Social Capital, Perceptions of Military Involvement, and Community Participation in the Implementation of the Citarum Harum Program, 3) Performance of Salibu Rice Cultivation Technology in Irrigated Paddy Fields in Cianjur Regency, 4) Marketing Strategy of Start-Up Companies in the Education Sector at CV. Big Edu Indonesia, 5) The Effect of Adding Biochar to the Components of Corn Cultivation Technology in Dryland Majalengka.

The first article shows that the indicators developed in the Zero Waste Management Index tend to be partial, only considering environmental aspects, and do not integrate the broader concept of management (which also includes economic, social, financial, or regulatory and policy aspects of waste management systems). Furthermore, although the index has been successfully applied in the context of the relevant research, it is often not applicable in other regions or countries. Therefore, this study recommends developing a Zero Waste Management Index that is appropriate to specific local or regional conditions and addresses the weaknesses of existing indices.

The second article concludes that the level of community participation is relatively low, the level of social capital is moderate, while public perception of military involvement is surprisingly positive. The analysis also shows an unexpected positive relationship between community participation and social capital and between social capital and public perception of military involvement in the Citarum Harum Program.

The third article shows that the innovative nature of Salibu technology is quite effective for development, so farmers have the opportunity to adopt this technology. If Salibu technology is developed on a wider scale, the Planting Index (IP) will increase, so the harvest index will also increase and will increase rice production to support food security in West Java.

The fourth article, based on a study of CV. Big Edu Indonesia, officially became legal on January 14, 2019, with a notary deed number 02. Big Edu Project has several services, namely: school research and management consulting, as well as research plan book products. The first article shows that students' interest in school buses provided by the Bandung City Government increased from the attention stage to the interest stage. However, there was a decrease in confidence at the desire stage, and even a lower level of action at the action stage. This means that students in Bandung City are increasingly less likely to use the school buses provided by the Bandung City Government. The, the second article shows that Super PATBO is technically and financially feasible for development. Technically, Super PATBO can increase rice productivity by 33.5% from 5.64 t/ha with existing technology to 7.53 t/ha. Financially, Super PATBO is profitable with a BC Ratio of 1.2.

The third article reveals that, to achieve harmony with natural conditions, spatial planning is needed that accommodates local natural conditions. Mitigation guidelines in spatial planning regulations exist, but they focus more on what should be done in the future, not on improving current conditions to reduce vulnerability in the surrounding area. Next, the fourth article shows that all four technological innovations were perceived positively by the trial implementers and have a high potential for development in West Java. The adoption opportunity scores are 75.25% for environmentally friendly shallot cultivation innovation, 82.24% for biochar development in corn plants, 81.07% for shade-tolerant soybean variety development, and 87.84% for KUB chicken development. The fifth article concludes that the determining factors for the sustainability of KUB chicken development in Garut Regency are divided into internal and external factors. The internal determining factors in order are: (1) Poor Households (RTM); (2) livestock production input suppliers; (3) marketing intermediaries; (4) consumers; and (5) competitors in similar businesses. The external determining factors in order are: (1) guidance from officers; (2) selling price of production; (3) location of the business; (4) product quality; and (5) promotion.

The titles are: 1) Leadership Strategies of School Principals in Facing Educational Policy Issues: A Qualitative Approach at MTS Jagat Raya, Kedongdong Village, Susukan District, Cirebon Regency, 2) Characterization of Tropical Seaweed from the Thousand Islands as a Source of Raw Materials for Cosmetics, 3) Efficacy of Buprofezin Active Ingredient Insecticide Against Empoasca sp. in Tea Plantations, 4) Facilitator Performance in the Development of Sustainable Food Home Programs in Kuningan Regency, 5) Farmer Preferences for Dayang Sumbi and Sangkuriang Agrihorti Potato Varieties Resistant to Leaf Blight Disease.

The first article discusses two policy issues: the need for exam questions to be sourced from the Ministry of Religion and the frequent changes in teacher workload. To address these issues, the school principal provides guidance to students and fulfills teacher work hours by teaching at other schools. Then, the second article reports that the extraction of E. cottoni and Sargassum sp. seaweed using n-hexane and ethyl acetate solvents yielded the highest extract yields of 396 mL and 325 mL, respectively. Initial characterization results indicate that Thousand Islands seaweed has potential for cosmetic development.

The third article reveals that Buprofezin 100 g/l insecticide at all tested doses had an effect on the intensity and population of Empoasca sp. Observations showed that the highest efficacy levels were achieved with doses of 0.375 and 0.5 l/ha, with efficacy rates exceeding 70%. Next, the fourth article highlights that the facilitators involved in backyard management activities are, in order of importance, KWT facilitators, gapoktan, local government, and BPTP facilitators. Generally, the type of facilitator performance that satisfies housewives in both research locations is the level of satisfaction with facilitator performance services in terms of visits, service quality, knowledge level, and creativity. However, in terms of cooperation with user audiences, particularly facilitation of marketing partnerships, it is considered to be between low and moderate. The fifth article concludes that Dayang Sumbi and Sangkuriang varieties are highly tolerant to leaf blight disease. This is supported by the strong preference of farmers for these two varieties, as their assessment indicates that the growth and tuber yield of both varieties are excellent. Potato farming using these two varieties can reduce fungicide costs by 62.96% (compared to fungicide costs) or reduce costs by 9.19% (compared to total costs). The technology of potato varieties tolerant to leaf blight disease (Dayang Sumbi and Sangkuriang) has a high innovation value, and the variants have a high potential to be adopted by farmers.

In the first article, the research results show that rice farming is dominated by farmers with elementary school education, aged 40-50 years (North Java), 40-60 years (Central Java), and 50-60 years (South Java). Rice farmers in North Java tend to be more efficient in the quantity of seed use compared to Central and South Java with seed purchase intensity of 2 times a year (North and Central Java) and 1 time a year (South Java). Farmers' preferences for rice varieties tend to favor those with long grain characteristics, good rice quality, clean white rice color, and delicious rice taste (for consumption) and/or semi-dry (for industry) in North Java, while in Central and South Java, farmers tend to prefer varieties with almost the same characteristics, namely slightly round to slender grain shape, good rice quality, delicious rice taste, tolerant to pests and diseases (OPT), and high selling price. Then, in the second article, the analysis results conclude that the selection of location and the plan for developing rest areas have met the criteria set in the guidelines. Next, in the third article, this study recommends the importance of understanding the characteristics of residents occupying settlements before the arrangement and improvement of the settlement environment. This understanding is an important step for the implementation of subsequent social programs/interventions.

In the fourth article, the results show that the farming system with sexing technology yields much higher income for farmers compared to traditional farming. However, to succeed, efforts must be made to change farmers' habits to be willing and able to implement farming with sexing technology. In the fifth article, the research results indicate that there is no interaction between intermittent irrigation and legowo planting distance of 2:1 on methane gas emissions. The alternate irrigation system with 5 days of flooding and 3 days of drying (5:3) could reduce methane gas emissions and increase rice productivity by 17.2%, from 5.88 to 6.89 t/ha. The legowo 2:1 planting spacing that could reduce methane gas emissions was 25 x 15 x 40 cm, while the one that could increase rice productivity was 25 x 12.5 x 40 cm, resulting in a 13.6% increase from 6.04 to 6.86 t/ha of milled dry paddy (GKG).
