REVITALIZING SENTRA PETERNAKAN RAKYAT AS A STRATEGY FOR LOCAL ECONOMIC TRANSFORMATION IN WEST JAVA

The Community Livestock Center (CSP) is a collective institutional approach designed to strengthen the position of smallholder farmers through agribusiness management principles. Although expected to be a driving force for increased productivity and competitiveness, many CSPs have stagnated after a decade of implementation, including in West Java Province. This study aims to analyze institutional dynamics, inter-actor relationships, and the challenges and opportunities in revitalizing CSPs as a strategy for sustainable local economic development. The research was conducted in four livestock center districts (Subang, Purwakarta, Bogor, and Sukabumi). The study was conducted from July to October 2025, using a qualitative approach through document studies, in-depth interviews, and field observations. The analysis employed a thematic approach and was strengthened by actor-network analysis (ANA). The results indicate that weaknesses in internal governance, lack of cross-sectoral policy support, and limited value chain integration are key obstacles to the development of CSPs. Strategic opportunities exist through multi-stakeholder collaboration, the adoption of digital technology, and the integration of green economy principles. The study recommends area-based institutional reformulation and the development of collaborative platforms to ensure sustainability. These findings enrich evidence-based rural development policies and support the acceleration of green economy transformation at the local level.
